Windows 8.1 will not recognize keyboard or mouse

Recently uninstalled my drivers for my AMD drivers to reinstall. I restarted after being prompted and could not login when the windows screen popped up. I noticed the caps lock light was not on and my mouse's under light was not working.

I restarted and went to the BIOS. The mouse and the keyboard was working fine and I switched everything to default just in case. After letting it boot again, I was still unable to use the mouse and keyboard.

Frustrated and distraught. I took her apart and built her piece by piece testing the beeps and such to make sure nothing went wrong. Surely enough, the PC parts were fine and I was getting display, but no activity from my mouse and keyboard. Confused on what is going on. Thanks ahead of time.

TL;DR - Keyboard and mouse works fine in BIOS, but not in Windows.

Yes. I swapped it to different ports to see if it was a bad port on the mobo, but still got nothing. I tried using a different mouse, but I had the same results.
