Windows 8.1 with ati 4870 underscan not staying...

Hello, I installed windows 8.1 2 days ago. I have a AMD ATI 4870, g1,sniper m5, 8gb of ddr3 and a 4770S Intel. First I got a lot of trouble figuring out how to install CCC because this is a legacy card already... Second, when I change the overscan scaling to 0, it reverts back to the original setting as soon as I reboot or I play a game or I change the resolution... This makes me mad because I have a HDTV screen and I have 1 inch black borders on every sides... Before windows 8.1, when I used to run Windows 8 this never happened... Please help!!

There's not many people running Win8.1 yet so you may need to advise AMD/ATI and roll back to Windows 8 or Windows 7.
