Windows 8.1 with Touch

Hello all,
Is vanilla windows 8.1 optimized for touch?
I am building a rig with a large touchscreen as the only input device. I know this is possible because there are all-in-one computers that have large touchscreens. However, i am unsure what kind of OS to buy. Windows 8.1 is appealing, but i dont know how to get a version that can used soley with a touchscreen. I am afraid that if i buy the 64 bit version for PC, it will work only like it would with a mouse and keyboard. I guess i am asking whether windows 8.1 is optimized for touch right out of the bag.

All version of Windows 8.1 works with touch, even Windows 7 except Starter and Home Basic.

Thank you. In order for this screen to work, i need to use separate software. How will this work?

Multi-touch screen monitors should work with Windows build in touch drivers. If not then the screen manufacture should provided it on their
website.
