Windows 8 : Blocking steam and chrome connection

So yesterday my PC told me an new Windows 8 Update was available and i did it , but now my PC tell's me i have internet connection but Steam and Mozilla and Chrome tell me i don't have acces to the internet , I'm kind of sure it's because of the update because i did a System recovery before the update and it worked and now i re did the update and it's not working again ... can i get some help on what to do please ? 1. Try adding an exception in your system firewall

2. Go to internet explorer > Internet options > connections > LAN settings > and make it look like this: http://prntscr.com/6rn0lo
