Windows 8 Boots into flashing screen

I have a Dell Inspiron 5521 laptop that is 4 months old.

( Intel i5 Intel HD 4000, Radeon HD 8730m 2GB, 8gb of ram, 1TB WD HDD )

For the past month i have been trying to solve a problem where the computer boots up, shows the dell logo and then the screen goes black (no input) and then every two seconds it will show a lighter shade of black (input on) but no picture. It flashes between the two every 2 seconds, I have tried reinstalling windows 8 with no prevail, and i have tried booting into save mode by pressing shift + f8 but it still has a black screen. Dell support is rubbish (as we all know) so i am not even going to attempt to get advice from them due to the hassles that i have had with them over the past.

If you've tried a clean OS install then its likely a serious hardware issue like the power supply or MB is going bad. At 4 months old it shouldn't have any issues, time to hurry up and return it for a replacement.
