Windows 8 Causing My Screen To Blink

Hey community.
I upgraded from Windows 7 Home Premium to Windows 8 Professional yesterday. Everything went great and I was able to tweak it to my liking.
However, I played League of Legends today and I noticed something was wrong.
Before, on Windows 7, I would notice some artifacts, but on a rare occasion. Nothing bad enough to get me mad.
However, once I upgraded to Windows 8, I noticed that artifacts are much more common now and the screen would blink white really quick. I can handle it, but sometimes it happens 10times in a row and it gets really annoying. My gpu is on stock speed and I even raised the power limit to 20%.

Reset the power limit back to 0% if you're not overclocking. That can actually cause or worsen the problem that you describe. Second, make sure that you have the latest video drivers installed.

I feel like it actually helped it. Before, I was getting the blinks constantly. It's not as bad now, but i'll reset it back to 0 and see what happens.

Also, I'm using the latest driver: 13.4
I can upgrade to 13.6 beta, should I?
