Windows 8 cd won't boot

I recently got a new hard drive because my old one was making my pc reboot out of no where. so when I try and boot up my computer with windows 8 re-installation cd it says no software found or something along those words but I've changed the bios to 1st boot cdrom and second hdd and third disabled. I've also tried getting the cd copy on my Flash drive but at 99% it say complete but couldn't make flash drive boot able. Please help.

Hi there Carlos_12345,

See if you can use some other tool that can create bootable flash drives.
In case it gets stuck at 99% once again, then there may be something wrong with your OS CD.
