Windows 8 glitching .. ?

Hello guys ...
So i have just upgraded my pc and installed windows 8.1 pro. on my system and my pc was handling just fine for about 9 days , and now this weird glitch appears when attempting to open This pc (My computer) and it takes forever until it loads the screen ...
-My specs.
proc. : Intel core i5 4690
Ram : corsair vengeance 2x4 1600 mhz
Video : Amd radeon r7 260x 2gb
motherboard : msi z97 gaming 5

How high is cpu usage when you start windows?it can be because of psu.

Ranges between 1 to 4% on startup

No , my pc just caught the problem out of nowhere .. o0

Well there is not much to show anyways just a blank white My computer screen

That might be Windows system file corruption or HDD failure.

Try running sfc /scannow in the command prompt and checking the HDD status (SMART values and chkdsk)

When attempting to scan it gives me a message " You must be an administrator running a console session in order to use the sfc utility "

When running cmd, right click and press "run as administrator". You should always use that method when running repair tools like sfc chkdsk, etc.
