Windows 8 keeps telling me to reinstall after installation

I have just tried to install a copy of windows 8.1 through a bootable USB. All was working well and I chose where to install and it said windows needs to restart ( all usual ) anyway after the computer has restarted it then brings me to the "select language" part as if I'm going to fresh install and just keeps going to the "windows needs to restart" page and then the loop restarts.

I no longer have an os on the computer as it formatted my drive when installing and when I remove USB and set the hdd to 1st boot it just says stuff about errors in your recent update please install boot cd or USB.

I've tried unplugging my other hard drives could anyone please help?

when the install now window comes up click on "Repair my PC" in the bottom left.
