Windows 8 low on memory error?

I don't remember exactly what the error said, but it basically told me that my computer is low on memory and that I need to close Fallout 3. I don't get it because I have a little over 900 GB on my hard drive and a little over 800 GB free. Is the error referring to RAM?
 
Solution
Default pagefile settings will be a file on C drive that can grow as required, so this should be fine for virtual memory.
8GB RAM should be enough.

Open up task manager
Click Processes
Click "Show Processes from all users"
Click View -> Select Columns...
Tick "Memory - Working Set"
Click OK
Click on the "Working Set (Memory)" to sort by this column.
Click twice if necessary so that the largest values are at the top.
Have a look at what processes are using a lot of memory.

If nothing is hogging your memory, it could have just been an issue with Fallout 3.
It may not happen again.

Its either talking about the memory on the video card or the memory you have installed 1GB of graphics memory with just a little bit of addons is ok at 1080p.

Or its probably talking about how much memory you have installed 2GB is cutting it close with onboard graphics. It varies but it might be a windows 8 issues since its an old game so it might be reading it wrong.
 
Yes, memory is RAM not hard drive space.
The exception can be "virtual memory" uses the pagefile which is stored on the hard drive.
How much RAM do you have?
Is your hard drive a single partition (i.e. C drive)?
Have you changed the pagefile settings from default?
