Windows 8 no refresh or reset pc option

Dell, windows 8, no option to refresh or reset pc, forgotten password.. Someone installed a ssd, and complained too little storage so I'm cloning the ssd and putting a hard drive back in.. In troubleshooting option, there's only uefi settings and start up repair.. What would be the best free way to go about this? Password recovery, then do it from the os?

Dell recovery partition on the HDD, so put it back in.

Then create a set of recovery DVD's / USB pendrive.

Now put the SSD in and do a recovery from DVD's to put the recovery partition back on it and reinstall Windows.

Only problem I have though is, the original hard drive doesnt exist. When they installed the ssd, they didnt allow space for a recovery partition, I dont know. They forgot their password (which is a local account) and they just want windows reinstalled on a different hard drive. So I got them a 1tb hard drive, and I was going to clone it after I wiped their account through the windows 8 uefi recovery, but there is no options to do anything besides very basic things. I know they probably have that disabled somehow because its dell, but then why is no other dell options showing? I just need a fresh copy of windows to make the guy happy to be honest..
