Windows 8 Safe Mode not working

I have a dell optiplex 380, with Windows 8.1 installed, and I can never seem to enter into safe mode. I tried F8 on boot, it doesnt work. Any ideas?

Go to the top right corner, click the magnifying glass, type 'msconfig', click the boot tab and check 'safe boot' and the option underneath that you want

Oh, and remember to go back into msconfig and uncheck the safe boot option when you don't want to boot into safe mode.

Thanks for the recomendations, but I wasn't really that clear with the questoin. What I meant to ask was if I could boot into safemode without accessing windows. For Example, a couple months ago, windows updated and as it was applying updates, it would get stuck. I had no way of entering windows, as f8 wouldnt work, in the end I had to reinstall windows and I lost all my files. So if there would be anyway to enable safe boot from the boot screen that would be appreciated
