Windows 8 shutdown and restart problems

I am having trouble like many people with a new build with windows 8. The PC will not completely shutdown or restart. Most devices turn off but the power button led stays on, the illuminated keyboard is on and the cooler fan still spins. The monitor goes to sleep ok.
I have altered the power settings to disable the hybrid settings which did not fix the problem.
I tried a reinstall on a different hard drive but the problem persists.
I just tried a shutdown in safe mode and it worked fine. I reset bios to default, the bios have been updated to the newest version.

Intel i5 -4570
MSI H87m-g43
Seagate 1Tb Barracuda
4 Gb Corsair 1333 Ram
CIT Black Edition 500w
 
Solution
The solution was the RAM. Corsair had supplied me with unstable RAM, put in a 2 gb stick of elpida cheap brand and was able to get the system shutting down and restarting fine.

You can't but I can! Glad you solved your problem, RAM not obvious from the symptoms...
