Windows 8 wont create shortcuts

I recntly Installed Windows 8.1 on my pc now whenever i install a program it wont create any shortcuts anywhere

Well, often when you install a program, it has the option to create shortcut to desktop for you to choose. If it doesnt automatically create shortcut, you can manually create one by go to the application directory and right click, choose new, create shortcut. It will create on in desktop. But if you want to create shortcut in start screen, you should choose pin to start. Unlike windows 8, windows 8.1 wont create shortcut in start screen automatically, so you have to do it by yourself

no i select to put a shortcut on the desktop and it still wont put shortcuts there

Well. Just shortcut or any files you put to desktop wont appear? I mean if you put a document file to desktop, does it show? Maybe you could check the folder Desktop in windows explorer so to know wheather the shortcut really is in the desktop.
Actually, there are some apps that can hide desktop icons like stardock fences. Are you sure that you dont install that kind of app? Maybe you could right click on the desktop and see if there is any option to show desktop icons in view option.
