Question Windows 95 floppy disks

I want to build a retro pc with Win95. I found a CD with Windows 95 in my town for 5€. I know that I can install Win95 without the floppy disks, but normally you would take like 20 floppy disks to install it. However, the seller gave me 3 floppy disks and I wondered why he gave me only 3. Another thing is that only 1 is labelled with installation and the other 2 seem like they are intended to boot Windows. Did Win95 need boot floppy disks and why are there 2?
