Windows 95 OS ability to play and record dvds

I need to know if windows 95 can play and record dvds? I've been trying to
findout the minimum requirements and specifications that a operating system
needs to play and record dvd discs. I also need to know some good links for
IT students to use for resources? Any helpfull replys will be greatly
appreciated thanks a million.

More a matter of which versions of Windows the reader/writer drivers
support and which Windows versions the playback and recording software
support. A system that's old enough to have come with Windows 95 might
have trouble meeting the CPU power needs for DVDs, particularly
capturing video to the hard drive for making DVDs.
