Windows 98 ripping me off!

I recently installed a second hardrive in win98 second edition. I installed a western Digital 20 gig but in windows it only reads as a 18.6 It was installed properly as the slave drive and the western digital utilities disk sees the whole 20 gigs when partitioning and formatting. Where did the other 1.4 gigs go? There are some issues in win98 relating to this in microsofts knowledge base but they are for drives over 60 gigs. Whats the deal?
