Windows account issue

When I make another account, and someone else tries to access it, it just says "signing out" the moment they try to log in. I tried remaking an account, the issue doesn't resolve itself, and the guest account has the same issue.

Standard behavior for desktop windows . Two people cant be logged in at the same time
