Windows Aero not Showing up

I just put together my new i7 rig and installed windows 7 64-bit. However, windows aero is no where to be found on this installation. Normally you go to personalization and in the windows color setting there are options for color sets such as sky etc, and you can find and enable aero in there as well. However, when I opend up the windows color menu it just has the very basic options as shown in the image below.

I ran through the Microsoft user experience system score already as well and it has not enabled. Latest graphic drivers are installed as well.

Are all of your drivers installed properly? What graphics chip do you have?

Yes drivers are installed. Nvidia GTX 760

Go into Personalize again and make sure a Win 7 theme is set (not a basic theme)

I set it to one of the windows 7 aero themes and still windows aero does not work, and neither do the options show up as shown below

There's something odd about that screenshot. You should get to this window:

What happens when you type "window color" in the search box in the start menu?

If you can't conjure the window in that picture with any incantations we try, it may be a faulty installation of Windows. Unfortunately it happens sometimes that there are errors in an installation.

Just reinstalled windows, same issue. This is the same installation disk that I always use and I haven ever experienced this issue before

Which parts in the build are new? Have you used that GPU before? In your specs above did you mean 4790 (not 4970)? If your mobo supports running off the Intel IGP, unplug the vid card and try integrated graphics.
