Windows, apps and menus are flickering in Windows 10.

Elements are flickering in Windows 10. UI elements, icons, menus, windows and videos are constantly flickering. Flickering happens all the time, whatever I'm doing, EXCEPT when playing games. No flickering occurs when playing games.

I have tried different driver updates. I have tried a factory reset of my PC. I've tried plugging my video card on other PCs and they don't flicker. And I've tried other video cards on this pc and it still flickers. So I don't think its a graphic card issue. I've also tried changing wires, monitors, and refresh rates with no success. The computer was bought last September and is brand new. The specs are:

-Gigabyte GA-Z170XP-SLI LGA1151 DDR4 Motherboard ATX
-Intel Skylake i7-6700K 4.0GHz processor
-Asus NVIDIA GeForce GTX 1070 8GB DDR5 video card
-Samsung 850 PRO 512GB SATA 6.0 Solid State Drive

I hope someone can figure this one out cause I'm running out of ideas! Thanks guys!

Sounds like a software issue to me. Did you completely wipe your graphics drivers and reinstall them? A factory reset is different then a fresh install, so driver issues could still be at play.

I did, with DDU. It was still flickering.

Try disabling the Windows error reporting.

Hit windows key + R and type "msconfig", hit enter and the msconfig window will open. Go to the services tab and uncheck the boxes for "Windows Error Reporting Service" and "Problems Report and Solutions Service".

Hit OK at the bottom of the window and restart the computer.

I've seen that suggestion on an Nvidia forum. But when I tried it, it didn't fix the problem, unfortunately.

Hrm. Well I've read that icloud can also cause this problem, but I'm guessing you already ruled that out.

If you open task manager (Ctrl+Shift+Esc), does the task manager window flicker?

Yeah I did. I've been through a numerous forums trying to find a solution. I've tried so many things and nothing seems to work. 🙁

Based on my poking around that indicates a driver vs app issue. But given that you've already tried fresh drivers.... If it were me I'd do a completely fresh stock windows install instead of a reset as a last resort.

I've also tried a fresh install of Windows, booting from the disk drive and wiping everything. It's still flickering. Even before I install the drivers for the motherboard. I'm wondering if it could be a hardware issue. Possibly with the motherboard, since the graphics card works fine when plugged to other computers.
