Windows blocks torrent connections

Hello, I recently installed Windows 10 Education and when trying to download any kind of torrent, the connection is blocked. I use Deluge for torrents, which shows a very low download speed, and uTorrent remains blocked at "Finding peers 0.0%". I tried downloading the same torrent with Transmission on Ubuntu, and it worked fine, so the problem isn't with the torrent, router or ISP. The problem is with the OS. Do you have any idea how could I fix this?
I have added Firewall rules for both Deluge and uTorrent, and it still doesn't work.

I made a windows firewall rule for the program itself as well as for the ports it is using, and it's still not working
 
Turn off the firewall service and retest. Old top connections take 300 seconds to time out.

Ok, you have to start cmd.exe as an admin and run
Netstat.exe /a /b
To display all of the tcp connections. The /b switch I think will display the binary that is using the connection.
You may find that some stupid service is using up all of your connections. Nvidia shadowplay using connection to the loopback driver for example.

Type netstat.exe /? To get the names of the options. I can never remember the name of the option to show the .exe that uses the connections. Might be /e. Or /x

the loopback address is 127.0.0.1
programs talking to it are just taling to your local machine but they will tie up your TCP connections.
I would turn off a few of these programs
like the nvidia webhelper and maybe the office click to run
and see if your torrent starts to wrok.

I would also look in event viewer if the system is limiting your tcp connections you will see an event that indicates it is throttling your connections. This was added years ago because of all of the bot nets

None of this is working, but i have found out something strange: the torrents are working on other accounts on this PC. The problem is my account. Any idea why? I am the main account with admin privileges.
 
the only normal reason I can think this would happen would be you are running out of limited network resources because of the other programs that are running on they machine.

or maybe you ran a program that set this key in the registry:
“HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters.”
EnableConnectionRateLimiting


if you did a upgrade from windows 7 the key might have also been migrated forward

you might also and stop the windows firewall and see if you can get your connections. (just in case there is a rule that blocks the connections for your account)

I did not have that registry key, so i created it with the value 0, and nothing changed. The torrent client has about 105 connections to about 17 peers, but it is not downloading from any of them. What could be the cause?
