Windows boot loop

I had a Windows 10 update notification for a few days now, and when i went to update , my Power fell Out . So i restarted ny pc and it had the"restoring to previous point" but after it finished, and restarted again,everytime i startup my pc it First shows my bios and Stuff then it showed the Windows logo loading ,after that for half a sec it shows "restoring to previous point" my Screen shuts Down , starts up and Does it All again and i havent found anyway to fix . Does anyone know a fix ?

Try downloading the Windows media creation tool onto USB and running the Repair tool
