[SOLVED] Windows boots after second time

Something strange is happening with my pc event i cleany reinstalled windows. First thing when i restart pc it gets stuck in constant loop of restarting.
Second when i shutdown the pc it doesnt feel like it shutdown and when i press power button to start it boots 2 times before it loads. Acording to Event viewer when i start pc it fails to start and it restarts it.
Some programs act wierd like Valorant anticheat it ask to restart pc but i already did multiple times, sometimes no problem with it. Sometimes when i want to adjust sound using the sound bar it lags extremly.
I tried to disable fast boot in bios and after that pc went to repair modus which it couldnt complete, shutdown pc and it booted normaly.
There are lots of errors in event viewer, i just dont know how to share them.

EDIT
After reading abit, it looks like system registry is corrupted but there is no restore point to restore it. Solution is to reinstall windows but i did it and it still happens.

try turning this off and see if it makes any difference = https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html << this isn't the same as fast boot in bios.

fact its only a restart makes me think it won't. help.
DO you have any dongles or external peripherals?

Do you have latest BIOS on motherboard?

41 (63) is an event created by windows after an unexpected restart. It doesn't know why it restarted, so it makes event.

Disabling fast start up helped with boot, it doesnt boot 2 times.
BIOS is updated.
Mouse,keyboard,camera,audio interface,headset and charging pad is connected to pc, but before all this stuff i had problems.
Im thinking about getting a new SSD from Samsung and install in that drive OS, because i had some problems with first time installing windows in Western Digital drives(UEFI and legacy modes).
