Windows boots to a blue screen and a cursor.

So I wake up today and the computer refuses to boot. Do I tried system recovery and the window just pops up but my mouse cursor was missing. So I restarted the computer and tried again. Now no matter what I try it just to the same blue (black in safe mode) screen and mouse cursor. Wat do

Also, I'm looking for the OS disc currently. Haven't found the CD yet.
