Question Windows boots up 2 times before getting log in screen (Windows 10)

hi having a a little problem here. When i start my pc i need to first force shutdown my pc then start it up again and after that it still needs to boot up twice before i hit log in screen no changes to hardware except new cooling unit with RGB lightning. And thats other think when i shutdown my pc RGB lightning is still up on my cooling unit even when pc is off. Would love to hear if some of you have any idea whats the problem thx in advance.
