when i try and change the time and date or go to add remove files i get this message "windows cannot find \'c:\\windows\\system32\\rundll3"

You have corrupted system file (s).
Windows system restore to date prior to error happening, if you can isolate it, or if you have the windows CD, boot from it and Repair Install the OS.
