Windows cannot read Cyrillic sometimes

Hello, everyone.
I recently re-installed my Windows 10. So there is this photo editing software called PhotoScape I've been using for years (Windows 7 and Windows 10, default language bulgarian all the time).
Since I re-installed my Windows, the program seems to be not working. It can't read cyrillic anymore and I believe because of that, all my photos become unreadable too and I can't use it anymore. I tried uninstalling and installing it again, tried different versions including the newest one, 3.7 and it won't work.
So any idea why it's not able to read cyrillic and my photos? I'll upload a couple of photos so you can see what I'm talking about.

Cyrillic symbols look like question marks (????). I've tried making my Windows 10 default language english, then re-installing the program, but it didn't work.
 
Solution
This fixed it:

Control Panel -> Language -> Advanced Settings -> Apply Language Settings to the Welcome Screen, System Accounts and new User Accounts -> Administrative. Under section non-Unicode programs, click Change System's Language Variable (or something like that) and then select Bulgarian (IN MY CASE).

PhotoScape 3.7 supports Windows 10. The X version is a whole different program and it's expensive.

 
If this is going to ease you up, some installers (for example Windows Movie Maker) cannot read Cyrillic too and I couldn't install it properly because it did not create a file in C: due to an error in syntax. All cyrillic symbols look like question marks in the installer.
