[SOLVED] Windows capping my ethernet speed at 350mbps ?

So this is really weird thing happening to me and I don't know why. I think it is a windows thing.
I have 500mbps up and down but for some reason my pc only recieves around 350mbps while on wireless with my phone I do have the full download speed.

I tried different ethernet cables but I didn't make any difference

My motherboard is krait gaming 170a 3x which has a 1GBPS port so that can't be the problem either I think?

the wired ethernet for that motherboard has a intel i219-v
here is intel current version of that driver:

microsoft will also have a version but the default settings for configuring different options will be different. You might install the current intel version
(make sure it is selected as the default driver) and give it a test. Otherwise, you have to look at the properties of the driver and change individual settings to get better performance. Some of these chips had bugs so microsoft might have turned off some of the options by default
