Windows clock not telling time correctly (issue persists through formats)

My Windows clock never seems to tell the time correctly. I can turn off the automatic clock setting, then turn it back on again, and it'll work, but then the next time i turn on my computer the will be wrong again.
The funny thing is, it's an issue that persists through formats.
I have a feeling it's got something to do with the motherboard, but i don't know how to troubleshoot it
 
Solution
I would replace the CMOS battery on the motherboard.
This is a symptom of a bad CMOS battery.
If you don't know how to do it...don't get apprehensive...it is generally very easy.
