I have put together a brand new build with all new components. I was able to get to my BIOS and make some edits just fine and now would like to install a new copy of Windows 10. I used the Windows "Media Creation Tool" to create a bootable USB. Booting from the USB and selecting install Windows on a new machine all works fine, until the computer restarts (and boots from my SSD) and I get the error message I listed in the title, "Windows could not complete the installation. To install Windows on this computer, restart the installation".

I have looked and tried a few other solutions from this forum to no avail. Trying to run "msoobe" from the command prompt (accessed via booting from the USB once Windows is installed) does not work. I navigate to the correct directory and try to run msoobe.exe but nothing happens. I have tried to create a bootable USB with the updated firmware for my SSD but was unable to get the computer to boot from that USB.

My best guess is that it has something to do with a setting in my BIOS so that my operating system, SSD, and motherboard can all communicate appropriately. However I am unsure what that would be. There are options in the MSI Click BIOS 5 to enable/disable "Windows 7 Installation" and "Windows 8.1/10 WHQL Support" which I have already tried various iterations of and did not help.

Any ideas would be much appreciated.

Try downloading a new copy of the installer, I helped someone with exact same problem yesterday and it turned out the installer was the problem. Did you download the media creation tool from Microsoft? Windows 10 media creation tool

Please try the following suggestions below and check.
When prompted with error unable to complete installation:
Hit SHIFT-F10 to bring up command prompt.
type MMC
Click File -> Add/Remove Snap-in... (Or CTRL+M)
Select Computer Management (Double click and Finish on Local Computer)
Click OK
Double click Computer Management (Local) -> System Tools -> Local Users and Groups -> Users -> Double Click Administrator -> Uncheck Account is disabled -> OK
Now right click Administrator -> Set Password... -> Set a decent password to get started.

Thank you Colif, I had used the Windows 10 media creation tool. Apparently, however, Windows 10 Education edition (provided by my university) cannot use the Windows media creation tool but instead you must follow these directions:

What worked for me:
1) re-downloaded a new .ISO file from my university as suggested by Colif just in case
2) use the "Rufus" software and followed the directions on the above link to mount the education edition .ISO file to make a bootable USB
