Is this the only drive currently connected?
Which version of Win 10?
Where in the process do you see this?
You've deleted ALL partitions on the drive for this install?

I'm using a fresh windows 10 flash drive though and I have a spare cpu laying around. think it would be worthwhile to swap it out?Highly unlikely it is the CPU.
I would suspect the flash drive, long long before the CPU or motherboard.
