Question Windows couldn't finish configuring the system

Hello guys,
I have very strange problem, every time I try to install the windows 10, before system preparation when system reboot its self I get message that says Windows couldn't finish configuring the system and it says please reboot and it just goes in the loop so I need help !

Try and boot the system into safe mode,
Open the command prompt as administrator and run this command:
cd oobe

then type in this command
msoobe

After restart your system

I did it can't boot into safe mode even if I set it in msconfig to boot it in safe mode

Yes since then I wasnt able to install any other os I was using the old one...

download latest iso from microsoft website?

how old is the hdd/sdd? ran any health check?
