Question Windows crashing after installing Tomahawk B450 /w Ryzen 5 3600

So I just installed my new AMD Ryzen 5 3600 in a Tomahawk B450 mobo - using the latest BIOS (7C02v1D1(Beta version)). The system is able to consistently reach the BIOS but when I try to launch windows its 50/50 with how far I get in the process. Usually it will crash when I try to bypass the lock screen but I have had some success in safe mode - I have been able to update drivers, install chrome, etc. I have freshly installed windows using the installation tool several times with no additional success. Could it have to do with insufficient PSU power (seems to maybe work better the less power I have plugged in but also I could be paranoid)?
