Hello!

In Windows Defender firewall advanced settings

1.
Is inbound and outbound rules the same as ports?

2.
The programs with the green button / activated, are they blocked or allowed by the firewall?

1) Rules are rules and based on what any given app is allowed. Apps may use various ports. Not the same.

From the link: "A general security best practice when creating inbound rules is to be as specific as possible. However, when new rules must be made that use ports or IP addresses, consider using consecutive ranges or subnets instead of individual addresses or ports where possible. "

The Inbound Rules list, for example, has two columns: Local Ports, Remote Ports. You may need to use the horizontal slider at the bottom of the Windows to scroll to the right and see the columns.

2) A green check is an allowed connection. If you right click a rule and select Properties a window should open that contains multiple tabs that provide and permit specific configuration changes. Note the "Action" setttings: Allow, Allow if secure, Block.

Find an app you can experiment with - e.g. Skype. Note the existing firewall settings and then make some changes. One at a time and observe how the icons, etc. change.
