Windows Defender wont turn off.

I tried to disable Cloud-based protection and Automatic sample submission but neither of them turn off.

Do you have another Antivirus program? Defender isn't even turned on for me, if you use a better service it should turn off.

If defender all you have it probably will act like this.

I have the same problem - only since this (or was it last) weeks major update. I run Bitdefender Total Security & Defender is doing a great job of stuffing things up

Are you on build 15063.483 of windows 10? I ask as I am using Bitdefender Total Security 2017 and yet defender is off for me.

If I look in windows Defender Security Centre, it says I am using other virus providers

Have you updated Avast to latest version?

This is security feature of Windows Defender and if you turn it off for a while, it will re-enable .
Normally, if you install another Anti-Malware product, it should take over as default Anti-Malware product and it will turn off Windows Defender.
If this doesn't happen after you install ESET, probably the version of ESET that you are using is not compatible with Windows 10 or there are other technical issues and you may contact ESET support to discuss this issue.

I picked Colif as solution (not because it solved my problem) but because i downgraded to Windows 8.1 to solve all Windows 10 problems i have.
