Windows detecting a total of 8GB RAM, but only 4GB of it is in use.

I've been having major RAM issues today. Basically this morning when I was playing games they were running fine until later in the day when they had become incredibly laggy. Not in the sense of just dropped frames, but the sounds were glitching as well. I opened up Task Manager to check my memory and disk usage and I saw my RAM topping at 97% usage. I checked for any potential programs or services that were causing the issue but it all seemed pretty normal. There was just this one Windows service called "Superfetch" that was using up a bit more than all the other services but nothing too extreme to completely drain my whole 8GB RAM. I then checked the "Performance" tab to see any strange things there and this is what I saw: http://imgur.com/a/dm8oF

So, basically, Windows is seeing that I have a total of 8GB RAM, but at the same time it doesn't. Personally, I think that I might just have a dead stick since I'm using 2x 4GB RAM in dual-channel. One thing to mention is that before this incident my PC froze while I was web-browsing in the morning. And I don't know for sure but I think that right after I restarted it and launched a game that's when the issue occured. Could it be some kind of power-supply issue that therefore fried the circuitboard in the RAM stick? Another thing is that I'm using a very old series of RAM from back in 2013. It's called HyperX Beast and has been since replaced with the newer HyperX Savage. They seem to be pretty similar, though. Anyway, I really hope someone in the community has an answer for me. I've checked BIOS settings, max memory settings. I've even updated my BIOS version and nothing has fixed it.
 


Yes I have. Running each stick separately gave me the answer. My second 4GB stick is in fact dead... And just because I know people will ask, yes I did run them in the same slot. I'm gonna be scrapping both sticks either way and buying a brand new 8x1 HyperX Fury 1600MHz stick so that in the future I can expand to 16GB dual-channel.
