Windows doesn't recognize the overclock

Solution
Your not going to get exactly 4.2 so 4.199 would be correct for 4.2 overclock.
You have no problem.
Windows only reads your processor.

dude.. u cant exactly 4.2 ghz in cpu-z or 4.199
if ur CPU is not in full load... try to run CPU STRESS application like intelburntest.. and check your CURRENT CLOCK at FULL load while RUNNING cpu stressing app..

As one of my favorite YouTuber's (EEVBlog aka Dave) would say, "it's a trap for young players", lol.

But seriously, yeah what has been said above is accurate. Windows only reports what it thinks the stock clock is, and CPU-Z, while it'll actually show you the overclock, usually won't give you the nice round number that you may be expecting (various reasons for that, but it's normal).
