Windows doesn't save passwords

Hey, I recently let someone use my computer while I was at work. When I came home and turn on the computer all saved password from my Windows and chrome were gone. I re-added them and they do not save. I've check all my setting and everything seems to be fine. Also I can't seem to load netflix or any streaming site. I've checked a few times and everything is up to date. I want to try everything before doing a fresh window install
 
Windows doesn't save passwords, web browsers do, if they are set to. For Chrome: http://www.wikihow.com/Manage-Saved-Passwords-in-Google-Chrome

When letting someone else use your computer it is safer to have them use a Guest account, or at least a separate user account, so they don't mess up you settings or files. That is why Windows have implemented user accounts.

That's the first thing I tried. But there is none saved and when I re-save them the next time I open my browser they are gone. Not only does it happen on chrome is seems to be the same on Firefox and Internet Explorer. Also I can't seem to stream anything from Netflix or Hulu or any sites like that on any browser as well. All my drivers are up to date. When I said window passwords I ment auto logging me into things like Skype and such even tho all setting suggest it should.

I'm probably just going to go for a fresh install. It's just my gaming pc so nothing really important on it. Unfortunately I've learned my lesson. The part that really gets me in this person was the one who mounted my motherbord for my first build so I thought I could faith. Guess I was wrong. Thanks for the help anyways
