Windows doesnt show converted DVD drive after connecting IDE SATA adaptor

Connected IDE/SATA adaptor to IDE DVD-RW in place of DVD CD Rom player which was "F" Drive. Now it shows nothing. Power works the drawer, but that's it. Device Mgr does not see this DVD-RW drive. Is a new HP p6120t Desktop.

Clearly there's an issue between the data connector between the drive and your mobo. Suggest you try another adapter.

Agreed, those things are horrid. One way I used to get around this was to use a SATA expansion card that had an IDE port on it.
