Windows + drivers taking too much space on local disk C

I just installed windows 7, find a problem, and reinstall it. Now my local disk C has 38 GB(windows+drivers). No games no apps, i checked. normal would be 25 gb maximum. whats the problem pls help me

Run "Disk Cleanup", both on user and system files.

tried it and it removed only 2 gb. all the folders in C have 24 gb(+ hidden ones), and in my computer local disk C has 36 gb used. 11 gb unknown ????

Every time the PC does another System Restore another 3 to 5 percent of your disk space is used.

Decrease the size of the space allocated for System Restore points.
