Windows error recovery

Hi there. I have a problem on my laptop. I am trying to open it but a message appear "windows error recovery" with to options. Launch start up repair and start windows normally. If I hit the first one it coming back to the same message. If I hit the second one my laptop restart and I have tha same message. I tried to start up in a safe mode also I tried to boot in last know good configuration but still the same message appear always. I really don't know what to do. The bad thing is I don't have the windows CDs. Can you help me guys? Sorry for my English...
