i tried both settings 1.0 gbps full duplex and auto they didn't work
ran the Realtek diagnostic utility and set the speed and duplex to 1gb and it shows link status disconnected and IP address as 0.0.0.0

99% of the time this is because of a bad cable. That might be a flat ethernet cable or a counterfeit cable or bad in-wall cabling. Get a new, round, 100% copper, cat5e of cat6 cable and connect directly to your primary router. These Monoprice are good -- https://www.amazon.com/Monoprice-Flexboot-Cat5e-Ethernet-Patch/dp/B00KWS7GAC?th=1

You need to leave the speed/duplex setting on auto it causes issues. This is a very clear indicator of a bad cable but it can in rare cases be a bad port in the pc or router. A new cable is the cheapest things to try. You only need cat5e but it must be pure copper with wire size 22-24. Do not buy those flat cables the wires are much too thin.

after checking a different cable it worked so i then followed the cable to make sure it was not damaged and to make sure nothing else was in the middle of my lines like a network switch, and found out there was an old network switch that seems to have a failing port that caused the issue.

Update
The problem is now fixed.

I have replaced the switch with a new one and will now begin the testing of the old switch to see if it is saveable or if the ports that failed are truly dead.

What you might find is you have a cable that is out of spec. It will work on some machine but not others and some randomly work. Any cable can get damaged or maybe there is corrosion on the pins. What tends to be much more common now days is people are using fake cables. Those flat cables are the worst offenders but because they have less copper metal in them they are cheaper and people buy them. If they didn't work at all everyone would know but they mostly work especially if the distance is short. The difference in the price of a quality cable and the fake ones is just not worth the headache of random failures.

Just to add, I have been using a flat cable for over a year now with no real issues.

To give people here a heart attack, it's also joined by a non-brand joiner rather than a switch.

Only since I have changed ISP that it's not doing so well but a round one won't work in this house.

Way to solve it?
I am buying a new house!

Just because some random guy says it works for him on a forum means little. If these fake cable did not work at all even the general consumer would quickly know. Very few general users would know if for example the cable dropeed to 100mbps half duplex. It is they work for shorter distances and take more random data errors.

Flat cables automatically violate the standards ethernet cables are required to have. This mean the cable is not a "ethernet" cable no matter what the package says. Since this is not a safety issue there is no enforcement by the government. Things like house wires and plugs are regulated because people house can burn down. If the ethernet standards group was a actual company they could enforce things. Amazon for example lets these fake cable be sold but they don't allow fake purses.
