[SOLVED] Windows Explorer Endless Loop

Hey guys,
Recently I attempted to install a program only to have the installer crash. Afterwards my windows explorer has been restarting itself endlessly on about a half second loop.
This happens also when booted into safe mode.
I can get into the task manager but can’t open a file explorer to go remove the partially installed files.
Every bit of help I could find started by assuming I could either still open my settings (I can’t) or by going through my file explorer.

Any thoughts other than orbital nukes?

Edit: I’ve been able to get into my file explorer by rightclicking something in my task manager and opening file location. I can’t get into my settings with explorer rebooting constantly to remove the program

Edit2: I was able to use that to get to a third party application I had and open it to uninstall from there

If anyone else ever has the problem those are the steps I took. Solved the problem.
