[SOLVED] Windows explorer keeps freezing for 30+ seconds

I keep having this issue where I'll just be using my computer as usual, playing games, using eclipse, watching streams in chrome, using spotify, and then the windows explorer will just freeze. The taskbar will do nothing (if I left click on a program it will open, but if I right click no menu will appear), the windows key won't work, the media controls on my keyboard won't work, I can't alt tab, and none of the windows programs will open (photo viewer, notepad, calculator).
The strange thing is that non windows programs still work fine, I can still use them normally, but I can't right click on them in the taskbar. Usually when this happens I'll keep right clicking on a program on the taskbar to see when it unfreezes, and it takes 30+ seconds and then all the actions that I did on windows explorer in those 30 seconds will all happen at once. I can also tell when it happens because the volume slider will appear on the screen and just stay there for like 20 seconds, and then when I use the volume slider on my keyboard it will change the volume but the slider won't appear on the screen, and the volume icon on the taskbar doesn't work.
I can't tell what triggers this issue but it happens very often (like every 3-4 mins), and it's making my computer near unusable. I have my windows instillation on a regular ssd so that shouldn't be an issue, and all my other programs are on a different ssd, and then my storage is on a regular hdd.

i added some spaces as its hard to read all those lines without a break. Most people will take one look and close thread again

What are specs of the PC?

unlikely to be cause but
Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

How often does it happen?
Any events show in event viewer at times it does it?
