windows explorer taking up my internet

i have a 512kbps internet and i noticed through task manager that windows explorer is taking up all the internet leaving me with a download speed of only 10 kbps pls help. Avira detected no virus or trojans.i dont what it is downloading and when i went to windows firewall to restrict internet access there is a program which keeps on duplicating itself the program name is "windows expolrer"(not explorer but expolrer) every time i restict internet access , i close the windows firewall window and then check after some second there will always be 2 windows expolrer using up the internet pls need help .

1. First thing to try is disable Startup programs from Msconfig... If you have Windows 8 not 8.1, type in Search; "msconfig" (no quotes)... with Windows 8.1 do the same or in Start > Run (if you have Run enabled) and type "msconfig" > next in msconfig > Startup tab > uncheck unknown application processes click Apply and exit msconfig.

2. Next up download Malwarebytes Antimalware and AdwCleaner from the links below, and run them to clean your Windows and Internet Explorer from Browser Hijacker trojans.

i actually fixed it by deleting performancemonitor.dll thanks though
