Windows Explorer trying to connect to the Internet

I'm running WindowsME, I don't know if this problem has been going on for awhile, but just recently I've noticed that when I boot up my PC Windows Explorer will try to access the internet. It tries to connect to a IP address at the University of California in Inglewood. I've run updated NAV checks on my PC and nothing. I just noticed cause I reset all my Zone Alarm Pro settings back to where when programs try to access the web they have to ask for permission. The only programs I have running in the background are Explorer, Zonealarm and the Zonealarm minilog. And it tries to access right after I boot up. I have the WinME auto update turned off. I was wondering if this is normal or if anyone else had this problem? Thanks
 
Are you running osme type of service for them? If not, check your system Startup folder and also the "Startup" tab in msconfig.

I should have included that nothing is running in the msconfig startup folder except the above mentioned programs. Also nothing is running in the Registry in the startup folder.
This is the IP that Windows is trying to connect to:
239.255.255.250:1900

Neotrace says it's "a multicast address as is used in addressing a group of IP devices"
