Windows failed to start/install on new build

I powered up a new build today and this is the message I receive. I have a thumb drive version of windows, no disc.

"Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:

1. insert your windows installation disc and restart your computer
2. choose your language settings. and then click "Next"
3. Click "repair your computer"

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

status: 0xc0000098

info: the operating system couldn't be loaded because a critical system driver is missing or contains errors.


How do I fix this so I can install Windows?
 
is windows on the PC yet? If its not on the PC yet, it might be the USB itself causing the error and the easiest fix would be to make a new Installer on a new USB

If you just want to install onto the PC instead, you will need to change the boot order in bios so PC boots off USB and then do a custom install of Win 10 which allows you to wipe old install and start again

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)

I never knew tcpip would stop a boot, that is odd.
 
No, windows is not installed on this PC yet. This happened first time. I did change the boot order so the USB was first and ssd second. I cannot reach any screen asking for a license or even look like it's trying to install.
