Question Windows Firewal block all exe traffic except one IP

Hello,
I need to block all trafic for one application except one IP but windows firewal takes block as a priority so whitelisting that IP doesn't work.
Is there a some other way to do this ? Thanks in advance

Need some clarification:

So multiple computers within your network have an app installed. And you do not want any of those computers to have network and/or internet access excluding the chosen computer that also has that app - correct?

It is the app that needs to be blocked or allowed through the Windows Defender Firewall.

Is the computer hosting the app using DHCP? DHCP assigned IP's will change.

Are the end user computers locked down so the users cannot intentionally or accidentally make firewall changes?

All in all more information may be needed.

Sorry i didn't want to confuse you, I've just found that netlimiter is all i need and more to set-up more complicated firewall rules with order priority.
