Windows firewall with advanced security not functioning

I have received this error from my firewall with advanced security which has affected many programs and I have tried many solutions to which none have worked. (I am not running any antivirus such as McAfee or Norton)
this is what the message shows
"the windows firewall with advanced security snap-in failed to load. Restart the windows firewall service on the computer that you are managing. Error code 0x6D9" Thank you.

I have tried that and recieved "error 1068: The dependency service or group failed to start"
Also I have been prompted with windows updates which after attempting to install numerous amounts of times have failed to install.

I had similar problems after a virus in Windows 7.
I tried everything to fix it and eventually the tool:

fixed it for me.

Try that, if not working then probably looking at a reinstall.

I have used the tweaking thing however im not sure what it does and im not sure if it is working either.
