Windows focus options

In the days of XP 32 bit, there was a third party app called “TWEAK UI” that had the tweak ability to leave all the windows opened and sized per user choice. The pointer would bring the window with the pointer to the forefront or upfront if was overlapped/ but it would not take the total focus from other windows. That way, you could still see the others; just not the overlapped part. No need to use stack, cascade, or side by side.
Anyone have a comparable app or registry tweak to do this?

In my use of Windows 7 64-bit and now Windows 8 64-bit, my windows have always operated that way. The only part of windows in the background you can't see are those that are overlapped by the window in the forefront, or focus. Well, the background windows can overlap each other, depending on the order they were last clicked on. I don't know why you'd need a registry tweak to make Windows behave the way it always has for me.
